The article draws attention to the unsatisfactory state of Ukraine in the field of standards for assessing the effectiveness of libraries and the lack of interest in overcoming these crisis phenomena by state structures that are called upon to be responsible for their development. Specific examples are given of the creation of educational and methodological videos by library staff, in the field of library service promotion, and a teaching and methodological manual for the independent study by library staff of various information and communication services present on the Internet is recommended.

Review of foreign publications on bibliometric methods’ use for LIS journals’ analysis is made. Several groups were identified. The first group includes publications that focus on determining the journal’s influence based on impact factor. The second group includes the articles that determine core journals through citation. The third group is connected with the promotion evaluation of professional journals in international communications. The fourth group focuses on ranking journals involving expert opinion, and the fifth group of articles is about content analysis.
